Requires the Director of Pesticide Regulation to regulate the use of carbon monoxide pest control devices and adopt regulations ensuring proper, safe, and efficient use for burrowing rodent pest control.

Violations of carbon monoxide pest control device regulations are classified as misdemeanors and subject to civil penalties of up to $1,000 per violation, or up to $5,000 for Class A violations.

Authorizes county agricultural commissioners to levy civil penalties in lieu of misdemeanor prosecution, with appeal procedures available to the director and judicial review through Code of Civil Procedure Section 1094.5.

Extends the civil penalty enforcement provisions of existing pesticide law to include the new Chapter 3.7 regulations on carbon monoxide pest control devices.
