Requires criminal background checks for officers and executive directors of nonprofit Drug Medi-Cal providers designated as "high" categorical risk, in addition to existing checks for the provider itself and persons with 5% or greater ownership interest.

Mandates fingerprint submission within 30 days from officers and executive directors of nonprofit Drug Medi-Cal providers designated as "high" categorical risk.

Applies to Drug Medi-Cal providers designated as "high" categorical risk based on fraud allegations, existing overpayments, federal exclusions, or timing after lifting of moratoriums.

Requires the Department of Justice to forward fingerprint information to the Federal Bureau of Investigation and provide criminal history responses to the State Department of Health Care Services.

Specifies that the subject of the criminal background check must pay the Department of Justice fee for processing the request.
