Designates the Statewide Automated Welfare System as the system of record for Medi-Cal, requiring it to contain all Medi-Cal eligibility rules and case management functionality

Permits the California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) to house business rules for Modified Adjusted Gross Income (MAGI) eligibility determinations under the Affordable Care Act, with required automated interface to share rules with the Statewide Automated Welfare System

Requires the Statewide Automated Welfare System to generate and send all Medi-Cal notice of action documents effective January 1, 2016

Specifies that CalHEERS may generate premium tax credit program notices if MAGI authority is exercised, but the Statewide Automated Welfare System must combine and send combined notices for mixed eligibility cases
