Establishes Sonoma Developmental Center as the "center of last resort" for Northern California, serving residents for whom community placement has been deemed insufficient.

Requires the State Department of Developmental Services to confer and cooperate with Sonoma County to develop a detailed action plan before implementing the center of last resort designation.

Mandates Sonoma County ensure participation from consumers, families, staff, regional centers, the State Council on Developmental Disabilities, protection and advocacy agencies, and other community stakeholders in developing the action plan.

Action plan may address Medi-Cal funding structures for transitioning residents, staff placement in alternative positions, and disposition of medical and housing facilities on the developmental center campus.

Provides that if the Commission on State Mandates determines this bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
