• Requires audits of local educational agencies to include verification that expenditures comply with regulations governing funds apportioned based on unduplicated pupil numbers and concentration.

• Directs the State Board of Education to revise regulations by January 31, 2015, authorizing school districts, county offices of education, and charter schools to use supplemental and concentration funds for schoolwide, districtwide, or countywide purposes.

• Requires local control and accountability plans to include listings and descriptions of expenditures serving unduplicated pupils and reclassified English learners, beginning with the 2015-16 fiscal year.
