Requires the Office of Emergency Services to develop a comprehensive statewide earthquake early warning system in California through public-private partnership, in collaboration with Caltech, USGS, University of California, and other stakeholders.

System must include field sensors, improved telemetry, central processing and notification centers, warning notification distribution to the public, and integration with earthquake preparedness education.

Office of Emergency Services must develop approval mechanisms to review compliance with earthquake early warning standards and determine participation requirements for system providers and components.

Funding sources limited to federal funds, revenue bonds, local funds, and private grants; prohibits using the General Fund to establish the system beyond currently funded components.

Provisions become operative only after funding is identified; if no funding sources are identified by January 1, 2016, the entire section is repealed unless extended by later statute.
