CA SB1350

Requires the California Building Standards Commission to develop and adopt standards for baby diaper changing accommodations in public restroom facilities by the next triennial update of the California Building Standards Code after January 1, 2015.

Mandates that any baby diaper changing accommodation in a place of public accommodation must be equally available and provided regardless of the gender for which the restroom is designed.

Applies the requirement only when there is construction of a new restroom, substantial renovation of a restroom (projects with estimated costs of $10,000 or more), or when implementation complies with disability access laws and existing fire, health, and safety standards.

Authorizes the commission to consult with the State Architect, Department of Housing and Community Development, Office of Statewide Health Planning and Development, and other interested parties during standard development.

Prohibits private right of action for enforcement of this requirement.
