Removes the January 1, 2016 expiration date, allowing counties to indefinitely use 9-year or 18-year contract terms for Williamson Act agricultural land preservation contracts when state reimbursement payments fall below 50% of foregone property tax revenue.

Extends the 9-year and 18-year contract term option to land subject to farmland security zone contracts, in addition to standard Williamson Act contracts.

Requires counties implementing reduced contract terms to add 10% to the assessed value of affected parcels to reflect the 10% reduction in restriction length, with the increased tax revenue separately displayed on taxpayer bills.

Provides landowners with at least 90 days' notice and the option to serve notice of nonrenewal to avoid the contract term reduction and additional assessed value.

Makes conforming amendments to sections 16142 and 16142.1 of the Government Code and repeals outdated provisions related to the previous January 1, 2016 sunset date.
