• Ratifies an amendment to the tribal-state gaming compact between California and the Viejas Band of Kumeyaay Indians, executed on August 12, 2014.

• Exempts specified actions related to the amended compact from California Environmental Quality Act (CEQA) requirements, including execution of the compact amendment, intergovernmental agreements with local governments or the Department of Transportation, and on-reservation compliance impacts.

• Exempts the sale of compact assets and creation of special purpose trusts from CEQA review in deference to tribal sovereignty.

• Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the Viejas Band of Kumeyaay Indians.
