Extends the repeal date of California High-Cost Fund-A (CHCF-A) and California High-Cost Fund-B (CHCF-B) programs from January 1, 2015 to January 1, 2019 to continue universal service support for rural and high-cost telephone service areas.

Modifies language regarding universal service funds to state moneys are "held in trust" rather than specifying they are "proceeds of rates held in trust for ratepayers and to compensate telephone corporations."

Encourages the Public Utilities Commission to maximize federal funding to California participants in federal universal service programs while administering state universal service programs.

Renumbers Section 739.3 to Section 276.5 to relocate the CHCF-B program requirements adjacent to the California High-Cost Fund-B Administrative Committee Fund statute.

Applies federal Mobile Telecommunications Sourcing Act rules to clarify that surcharges and fees do not apply to mobile telecommunications services billed to customers whose place of primary use is outside California.
