Establishes the Disability Services Program at California Community Colleges to provide academic adjustments, auxiliary aids, and services to students with disabilities in compliance with federal and state nondiscrimination laws including the Americans with Disabilities Act and Section 504 of the Rehabilitation Act.

Requires the Board of Governors to adopt regulations for apportioning funds to community college districts to offset the direct excess cost of serving students with disabilities, with priority given to students earning degrees, career technical certificates, or pursuing transfer preparation.

Prohibits districts from using allocated funds to serve students with disabilities in classes or programs that do not receive state support, and requires districts to certify they have exhausted all available federal, state, and local funding sources.

Requires the Chancellor to allocate at least $300,000 or one-quarter of 1 percent of Disability Services Program funds (whichever is less) annually for program evaluations and mandates peer-based onsite evaluations during each accreditation cycle beginning in the 2016-17 fiscal year.

Requires the Office of the Chancellor to request sufficient annual budget funding to implement the Disability Services Program statewide and mandates reporting of students participating in the program as having disabilities in Student Success and Support Program data.
