Requires the Public Utilities Commission to adopt rules and procedures by January 15, 2015, governing operation, maintenance, repair, and replacement of intrastate natural gas transmission and distribution lines to minimize leaks and reduce methane emissions consistent with federal regulations and state climate goals.

Mandates gas corporations file reports including summaries of leak management practices, lists of new methane leaks in 2013, open leaks being monitored or scheduled for repair, and estimates of gas loss due to leaks.

Requires rules to establish best practices for leak surveys, prevention and reduction, develop metrics to quantify and track emissions from leaking pipelines, and require operators to calculate and report baseline systemwide leak rates with annual measures to reduce them.

Specifies leak repairs must occur as soon as reasonably possible after discovery, consistent with safety requirements and goals of reducing air pollution and methane's climate change impacts.

Directs the Commission to consider workforce adequacy, sufficient rate revenues for leak reduction activities, treatment of expenditures, and impacts on affordability for vulnerable customers in its ratemaking procedures.
