SB 1379 - Legislative Reform and Transparency Act of 2014

• Prohibits contributions exceeding the state candidate contribution limit ($3,000, adjusted for inflation) to committees controlled by candidates that are primarily formed to support or oppose ballot measures, and limits such committees to aggregate contributions per contributor regardless of how many such committees a candidate controls.

• Restricts candidates and their controlled committees from making contributions to other candidates or ballot measure committees exceeding the state contribution limit.

• Prohibits ballot measure committees controlled by candidates from expending campaign funds for purposes other than supporting or opposing their primary ballot measure.

• Requires Members of the Legislature and legislative candidates receiving contributions of $1,000 or more to report them to the Secretary of State within three business days.

• Increases criminal penalties for bribery from 2-4 years imprisonment to 4-6-8 years, and doubles restitution fines; prohibits lobbyists from compensating spouses or dependents of legislators or candidates; and restricts use of campaign funds to pay criminal litigation attorney's fees unless deposited in legal defense accounts.
