Increases penalty for soliciting prostitution from a minor from a misdemeanor (up to 6 months jail, $1,000 fine) to imprisonment of not less than 2 days and not more than 1 year, or a fine not exceeding $10,000, or both, if the defendant knew or should have known the person was a minor.

Increases maximum additional fine for convictions under Sections 266j or 267 (prostitution of minors) from $20,000 to $25,000.

Requires 50 percent of fines collected under the enhanced penalties to be granted to community-based organizations serving minor victims of human trafficking.

Allows courts to reduce or eliminate the mandatory 2-day jail sentence only in unusual cases when the interests of justice require it, with the reason specified on the record.
