Amends Section 958 of the Public Utilities Code to prohibit gas corporations from determining maximum allowable operating pressure for intrastate transmission lines using the highest actual operating pressure from the five-year period preceding July 1, 1970.

Requires gas corporations to determine maximum allowable operating pressure pursuant to rules or orders issued by the Public Utilities Commission instead of federal regulation Section 192.619(c).

Maintains existing requirements for comprehensive pressure testing implementation plans including timelines, interim safety measures, and engineering-based assumptions as temporary measures until all lines are tested or replaced.

Specifies that at completion of the implementation period, all California natural gas intrastate transmission line segments must be pressure tested with complete traceable records and capability for in-line inspection devices where warranted.

Declares no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because costs stem from creation of new crimes or changes to criminal penalties.
