Establishes the Santa Ana River Conservancy Program administered by the State Coastal Conservancy to address resource and recreational goals in the Santa Ana River region spanning Orange, San Bernardino, Riverside, and Los Angeles Counties.

Authorizes the conservancy to acquire real property interests, award grants and loans, create recreational opportunities, restore wildlife habitat and wetlands, and protect water quality and agricultural lands along the river and its tributaries from the San Gorgonio Wilderness Area to the Pacific Ocean.

Requires the conservancy to prepare a Santa Ana River Parkway and Open Space Plan identifying conservation priorities, underused public spaces, and recreational needs while implementing projects in conformance with local plans and zoning regulations.

Creates the Santa Ana River Conservancy Program Account in the State Coastal Conservancy Fund to receive appropriations and revenue for land acquisition, capital improvements, and program operations.

Prohibits the conservancy from exercising eminent domain, levying taxes, managing other public agencies' land without agreement, or interfering with regional transportation plans or water rights without affected party consent.
