Establishes a multitiered intervention and support program (including Schoolwide Positive Behavior Intervention and Support) funded through one-time appropriations in the 2014 Budget Act, with a designated county office of education serving as the fiduciary agent

Requires the designated county office to provide statewide professional development and training on multitiered intervention and support, including restorative practices, organized on a regional basis to support local control and accountability plan goals

Directs funding toward critical activities including regional conferences with free training for teachers and administrators, stipends for release time, creation of educational materials, establishment of trainer cohorts, and development of a repository for best practices

Requires the designated county office to consult with specified organizations (Regional K-12 Student Mental Health Initiative, California Technical Assistance Center on SW-PBIS, and others) and establish an advisory committee of stakeholders and mental health professionals

Mandates the Legislative Analyst's Office review the program's impacts and report to the Governor, State Department of Education, and Legislature by June 30, 2017, on training breadth and best practices
