Extends the operative date of California's county seed enforcement subvention program from July 1, 2016 to July 1, 2019, and extends the repeal date from January 1, 2017 to January 1, 2020

Maintains annual state subvention of $120,000 to counties for seed enforcement costs, with the Secretary of Food and Agriculture paying this amount after covering department administration costs

Replaces the existing method of calculating subvention apportionments based on units of activity with a new process where subvention amounts are established in a memorandum of understanding between each county agricultural commissioner and the Secretary, in consultation with the Seed Advisory Board

Allows the Secretary to withhold a portion of designated funds from counties that fail to meet established performance standards, with written justification required to the Seed Advisory Board

Makes a continuing appropriation of fees collected under the California Seed Law to the Department of Food and Agriculture to carry out seed enforcement provisions
