Grants the Department of Alcoholic Beverage Control authority to investigate violations of beer price posting, marketing regulations, and labeling and container provisions.

Directs and authorizes the department to hire six additional full-time equivalent personnel to investigate and prosecute violations of tied-house laws that prohibit specified license holders from owning interests in on-sale licenses or providing things of value to on-sale premises.

Establishes legislative findings that tied-house law enforcement is vital to maintaining fair and orderly alcoholic beverage markets, and that industry members complying with the law face competitive disadvantages when violations go uninvestigated.

Amends Section 23053.5 of the Business and Professions Code to change the department's investigation authority from Chapters 10 and 11 to Chapters 12, 13, and 15 of the division.
