Adds Napa County to the list of counties whose custodial officers are authorized to perform specific duties within detention facilities, contingent on a Napa County Board of Supervisors resolution.

Authorizes Napa County custodial officers to arrest without warrant, search property and persons, conduct strip/body cavity searches, conduct warrant-based searches, segregate and classify prisoners.

Restricts these expanded duties to activities involving inmates and their visitors only, prohibiting law enforcement activities involving other persons.

Clarifies legislative intent that these duties reflect customary pre-1999 practices and remain subject to collective bargaining regarding officer compensation.

Declares that Napa County requires a special statute due to its unique jurisdiction structure where the Department of Corrections, not the Sheriff's Department, oversees the county jail.
