Adds Section 12964.5 to the Government Code to address waivers and releases of employment discrimination claims under the California Fair Employment and Housing Act.

Declares that waivers or releases of claims are contrary to public policy and unenforceable unless the waiver or release is knowing and voluntary.

Originally included detailed conditions for enforcing waivers (such as 21-day consideration periods, 7-day revocation rights, plain language requirements, and attorney consultation advisories) but these provisions were struck through in amendments.

Final amended version significantly simplifies the requirement to only specify that waivers must be "knowing and voluntary" without prescribing specific procedural conditions.
