Appropriates $19,000,000 from the General Fund to the Department of Fish and Wildlife to pay counties for unpaid amounts owed since the 2001-02 fiscal year under Fish and Game Code Section 1504.

Appropriates $2,000,000 annually beginning with the 2014-15 fiscal year from the General Fund to make ongoing payments to counties for property taxes on state-owned wildlife management areas.

Amends Fish and Game Code Section 1504 to clarify that the Department of Fish and Wildlife must pay counties annual amounts equal to property taxes levied when the state acquired wildlife management areas, plus assessments from irrigation, drainage, or reclamation districts.

Cancels and waives any delinquent penalties or interest on assessments made before September 9, 1953.

Declares the bill an urgency statute to take effect immediately so fiscal arrangements are operative at the start of the 2014-15 fiscal year.
