Authorizes county agricultural commissioners to adopt regulations prohibiting agricultural use of pesticides (including soil fumigants, neurotoxic pesticides, and aerial/airblast applications) within 1/4 mile of schools, subject to director approval or disapproval within 30 days.

Requires pesticide operators to provide written notice in English and Spanish at least one week in advance to occupants of schools, residences, hospitals, and employee housing within 1,200 feet of soil fumigation, aerial applications, or airblast applications of category I and II pesticides, with information on products, operator contact details, and application date.

Mandates that restricted entry interval warning signs posted in fields include the pesticide product name, expiration date and time of the restricted entry interval, county commissioner's telephone number, and a 24/7 operator telephone number for worker inquiries.

Requires the pesticide applicator's telephone line to be staffed 24 hours per day, 7 days per week to answer calls from agricultural workers regarding pesticide applications.

Establishes legislative findings that pesticide drift from farmland causes illness at schools and that enhanced notification and detailed warning signs help protect agricultural workers and school children.
