Requires urban water suppliers to quantify and report on distribution system water loss in their urban water management plans, with the 2015 update covering the most recent 12-month period and subsequent updates covering five years of data.

Mandates that distribution system water loss be reported using a worksheet approved by the Department of Water Resources based on the American Water Works Association's water system balance methodology.

Allows water use projections to account for water savings from adopted codes, standards, ordinances, or transportation and land use plans when available and applicable, with required citations and documentation of savings estimates.

Requires urban water management plans and amendments to be submitted electronically to the Department of Water Resources in standardized formats specified by the department.

Incorporates provisions from Assembly Bill 2067 if both bills are enacted, with Section 1.5 becoming operative only if this bill is enacted after AB 2067.
