Expands Penal Code Section 602.4 to include offering transportation services "to, on, or from" airport property in addition to existing prohibitions on selling goods and services without written consent from the airport governing board

Makes it a misdemeanor to offer transportation services to airport property to members of the public without express written consent of the airport's governing board or its authorized representative

Exempts charter-party carriers licensed by the Public Utilities Commission that operate on a prearranged basis from the misdemeanor prohibition

Clarifies that counties, cities, and city-counties retain their existing power to regulate the sale and offering of goods, merchandise, property, or services at airports

Became effective immediately upon Governor approval on September 15, 2014, as an urgency statute
