Applies exclusively to cities that are also counties (San Francisco) to restrict withdrawal of residential rental accommodations under the Ellis Act.

Prohibits owners from withdrawing accommodations unless all owners of record have continuously owned the property for 5 years or more, with an exception for natural persons owning no more than 2 properties with 4 total units.

Prevents owners from withdrawing accommodations at new properties acquired within 10 years of filing a withdrawal notice at another property.

Requires owners notifying the city of intent to withdraw accommodations to publicly disclose all persons and entities with ownership interests in the property and any owner entities.

Establishes liability for violations including actual damages, special damages of at least $2,000 per violation, and reasonable attorney fees, while preserving other legal remedies for tenants.
