Nonveteran spouses in California Veterans Homes must now pay the same fees and charges as veteran members, determined by the department and subject to income-based caps.

Fees and charges for members are capped at percentages of annual income: 47.5% for domiciliary care, 55% for residential care for elderly or assisted living, 65% for intermediate care, and 70% for skilled nursing care.

Members with a 70% or higher service-connected disability rating from the U.S. Department of Veterans Affairs are exempt from fee caps if their VA disability payments are considered payment in full for care.

Bill incorporates coordinating amendments with Assembly Bill 614 if both bills are enacted, with Section 1.5 becoming operative only if AB 614 is chaptered after SB 1440.
