Amends Section 4512 of the Welfare and Institutions Code to authorize telehealth services and supports as part of individual program plans for persons with developmental disabilities.

Defines telehealth services by reference to Section 2290.5 of the Business and Professions Code and includes them in the list of permissible services that regional centers may provide through individual program plans.

Services and supports in individual program plans are determined based on consumer needs and preferences, effectiveness in meeting stated goals, and cost-effectiveness considerations.

Maintains that no new or different service or support may be provided to a consumer unless it is contained in their individual program plan.
