Allows small employer health care service plans and health insurance policies in effect on December 31, 2013, that are not grandfathered plans to be renewed until January 1, 2015, and continue in force through December 31, 2015

Exempts qualifying small employer plans from various state law provisions implementing federal health care reforms during the extended renewal period (through December 31, 2015)

Requires insurers and health care service plans to provide specified notices to small employers, including information about new coverage options available through Covered California and federal tax credits

Plans must be amended to comply with all applicable state law provisions by January 1, 2016, in order to remain in force after that date

Declares the act an urgency statute to implement the federal transitional relief policy extended through October 1, 2016, allowing small businesses continued access to their existing coverage
