Requires the State Department of Health Care Services to mandate electronic submission of treatment authorization requests for Medi-Cal, California Children's Services, and Genetically Handicapped Persons Program by July 1, 2016, excluding dental providers in the Medi-Cal Dental program.

Department must designate an alternate submission format when its internet website or electronic systems are unavailable due to system disruptions.

Department must consider capacity of small, independent, and rural providers to comply with electronic requirements, providing reasonable time to establish infrastructure and offering education and training opportunities.

Department may implement requirements in phases using all-county letters, plan letters, and provider bulletins without regulatory action, but must adopt formal regulations by July 1, 2017.

Department must consult with interested parties and stakeholders when implementing these electronic submission requirements.
