• Increases penalties for setting or maintaining unmarked traps from $1,000/6 months to $2,000/1 year imprisonment, and decreases penalties for failing to check traps daily from $2,000/1 year to $1,000/6 months.

• Replaces Department of General Services representative with Office of Emergency Services representative on the California Law Enforcement Telecommunications System advisory committee.

• Exempts marine patrols, harbor police, and emergency personnel from the sunset-to-sunrise personal watercraft operation prohibition.

• Clarifies that controlled substance transportation laws do not preclude prosecution for acting as an accessory (in addition to aiding and abetting or conspiracy).

• Eliminates annual notification requirement for agencies to update the Department of Justice on identity of custodians of records and designates the Secretary of the Department of Corrections and Rehabilitation as the Interstate Commission for Juveniles compact administrator.
