Requires the California Transportation Commission to allocate funding for all capital and support costs for projects in the state highway operation and protection program, effective February 1, 2016.

Mandates the Department of Transportation to submit supplemental project allocation requests to the commission for approval when a project experiences cost increases above its original allocation.

Authorizes the commission to establish guidelines providing exceptions to supplemental allocation requirements if necessary to prevent unnecessary project delays.
