Establishes the Regional Center Excellence in Community Autism Partnerships (RE CAP) program as a demonstration program through January 1, 2019 to provide improved services and supports to individuals with autism spectrum disorders and their families in underserved communities

Authorizes the State Department of Developmental Services to contract with a University of California or California State University campus to serve as a coordinating center to develop and oversee the program

Coordinating center establishes guidelines for participating regional centers to promote autism awareness, reduce stigma, improve early screening and diagnosis, and increase access to evidence-based interventions in a linguistically and culturally competent manner

Regional center participation in the program is voluntary

Funding comes from existing regional center resources combined with foundation grants, federal funding, and other sources, with no additional state funds allocated
