SB 170 Summary

• Exempts water-driven grist mills on the National Register of Historic Places from food processing registration requirements beginning January 1, 2016, if best management practices are followed, flour is labeled as produced using traditional methods, and products meet federal food adulteration standards.

• Excludes water-driven grist mills on the National Register of Historic Places with onsite grain sales from the definition of retail food facilities, removing them from California Retail Food Code regulation.

• Requires Department of Parks and Recreation and State Department of Public Health to consult on reasonable improvements to public health security at Bale Grist Mill State Historic Park without impairing historical, cultural, or natural resources.

• Amends Health and Safety Code Sections 110480 and 113789 to implement the exemptions effective January 1, 2016.

• Contains contingent operative provisions coordinating with Assembly Bill 1990 and Senate Bill 1235 regarding overlapping amendments to food facility definitions.
