Requires the State Department of Education and California Community Colleges Chancellor's Office to jointly develop assessment policy recommendations for student placement in adult education courses offered through regional consortia.

Mandates joint development of comprehensive accountability system policy recommendations to the Legislature, including measures for student outcomes such as diploma attainment, postsecondary placement, training, and employment.

Directs the two agencies to coordinate and issue fee policy guidelines for adult education courses, with legislative intent that fees be equivalent across programs, not generate surplus income, and not create barriers to student access.

Requires annual reporting on the number and types of noncredit courses taught and students served in community colleges and consortium programs, and identification of course offering deficits.

Directs the Commission on Teacher Credentialing and Academic Senate for California Community Colleges to develop recommendations for establishing reciprocity standards for adult education instructors by July 1, 2016.
