Requires the State Treasurer to certify available moneys from the College Access Tax Credit Fund annually on April 1, with no more than 85 percent of the certified fund balance available for distribution each academic year.

Authorizes the Student Aid Commission to use appropriated funds from the College Access Tax Credit Fund to supplement Cal Grant B access cost awards, bringing total annual access cost awards up to $5,000 per student.

Specifies that supplemental awards are non-entitlements available only for one academic year and contingent on fund availability, with the commission required to inform recipients of these limitations.

Allows use of fund moneys to cover administrative costs incurred by the Student Aid Commission in implementing the supplemental award program.

Becomes operative only if Senate Bill 798 is enacted and becomes operative by January 1, 2015, and takes effect immediately as an urgency statute.
