SB 192 - Early Learning and Educational Support Act

• Reorganizes the "Child Care and Development Services Act" as the "Early Learning and Educational Support Act" with updated terminology throughout the Education Code.

• Requires the Superintendent to develop quality standards for early learning programs based on indicators including safe environments, developmentally appropriate activities, cultural and linguistic responsiveness, and services for children with exceptional needs.

• Establishes minimum adult-to-child and teacher-to-child ratios for early learning services: infants (1:3 and 1:18), toddlers (1:4 and 1:16), preschool (1:8 and 1:24), and schoolage (1:14 and 1:28).

• Updates standard reimbursement rates to $9,024.75 per unit of average daily enrollment for a 250-day year, with annual cost-of-living adjustments beginning in 2015-16.

• Requires resource and referral programs and alternative payment programs to provide parents with information about high-quality care options, including licensing, quality indicators, and available subsidies at eligibility determination and recertification.
