Amends Health and Safety Code Section 1399.849 and Insurance Code Section 10965.3 to modify individual health insurance enrollment periods effective immediately

Requires health care service plans and health insurers to offer an annual enrollment period for the 2015 policy year from November 15, 2014, to February 15, 2015, inclusive, replacing the previously specified October 15 to December 7 dates

Maintains initial open enrollment period from October 1, 2013, to March 31, 2014, and establishes standard annual enrollment periods from October 15 to December 7 for policy years beginning on or after January 1, 2016

Continues existing requirements that plans cannot deny coverage based on health status or medical history, must allow special enrollment periods for qualifying life events, and must use a single risk pool for rating purposes in the individual market

Declares the bill an urgency statute taking effect immediately and exempts it from state reimbursement requirements under the California Constitution
