Requires regional centers to include a section on equity and diversity in requests for proposals (RFPs) for consumer services, requesting information on applicants' plans to serve culturally and linguistically diverse populations and examples of their commitment to diverse communities.

RFPs that apply only to specifically identified consumers need only request information on how applicants will provide culturally and linguistically competent services to those specific consumers.

Authorizes prepaid health plans to enter into subcontracts where compensation is determined by a percentage of the primary contractor's payment from the department, unless the State Department of Health Care Services objects.

Applies equity and diversity requirements to contracts entered into on or after January 1, 2014, without affecting existing contracts.
