Amends Civil Code Section 1632 to update legislative findings regarding non-English speaking Californians, using American Community Survey data from 2009-2011 showing approximately 15.2 million Californians speak a language other than English at home.

Expands language translation requirements beyond Spanish to include Chinese, Tagalog, Vietnamese, and Korean for contracts negotiated primarily in those languages.

Requires translations of consumer contracts, loans, leases, legal service agreements, and foreclosure consulting contracts in the negotiated language prior to execution.

Specifies that supervised financial organizations may comply by providing translations of federally-required disclosures (Regulation M and Z) in the negotiated language.

Provides enforcement mechanism allowing aggrieved parties to rescind contracts for failure to comply with translation requirements, with assignees required to repurchase rescinded contracts.
