Allows either party or the board to file an enforcement action in superior court within 60 days after an Agricultural Labor Relations Board order takes effect, regardless of whether the other party is seeking judicial review.

Increases the standard for granting a stay of the board's order during appeal to require clear and convincing evidence that the appellant will be irreparably harmed and is likely to succeed on appeal.

Requires courts to provide written findings and analysis when granting a stay of the board's order during the pendency of an appeal.

Requires parties to implement the terms of the board's order immediately upon issuance, even while judicial review is pending.
