Authorizes electronic transmission of certain insurance renewal offers, notices, and disclosures for automobile and property insurance if insurers comply with specific requirements including obtaining insured consent, providing annual free printed copies, and demonstrating delivery and receipt.

Permits electronic transmission of workers' compensation notices and earthquake coverage offers until January 1, 2019, subject to compliance with notice and disclosure requirements.

Requires the Insurance Commissioner to submit a report to the Governor and relevant legislative committees by January 1, 2018, regarding the impact and implementation of electronic transmission of insurance renewal notices.

Authorizes the Department of Insurance to suspend insurers from providing electronic notices if they demonstrate a pattern of non-compliance with the bill's requirements.

Most electronic transmission provisions expire January 1, 2019, unless extended by subsequent legislation, with permanent versions of affected insurance code sections becoming operative on that date.
