Authorizes payment of liens to assignees if the assignment was completed prior to January 1, 2013, or was required by a contract that became enforceable and irrevocable before that date, declaring this provision as existing law.

Removes provisions relating to vocational rehabilitation services from the 5-year reopening statute while retaining the right of injured workers to institute proceedings for collection of compensation based on new and further disability from the original injury.

Requires supporting documentation and declarations under penalty of perjury to accompany liens filed on or after January 1, 2013, certifying that services were provided and billing statements are accurate.
