Expands the definition of "awarding authority" to include state agencies in addition to local government agencies when awarding public transit service contracts.

Requires state agencies to give a 10% preference to bidders on public transit service contracts who agree to retain employees of the prior contractor or subcontractor for at least 90 days.

Amends Section 1071 of the Labor Code to clarify definitions of terms including "awarding authority," "bidder," "contractor," "employee," and "public transit services."

Removes proposed amendments to Section 7028 of the Business and Professions Code regarding unlicensed contractor penalties that were included in earlier versions of the bill.
