Revises the definition of "eligible pupil with a disability" to tie high school diploma receipt to the pupil's anticipated graduation date rather than a fixed date of July 1, 2015

Allows eligible pupils with disabilities to participate in alternative means of demonstrating academic achievement only after the State Board of Education determines that alternative means have been implemented

Removes the State Board's authority to extend the commencement date for alternative assessment participation by up to one year

Requires pupils to have attempted unpassed sections of the high school exit examination at least twice after grade 10, including at least once during current grade 12 enrollment, with specified accommodations or modifications

Permits pupils to satisfy graduation requirements by successfully demonstrating equivalent academic achievement through alternative means prescribed in State Board regulations
