Authorizes the Last Frontier Health Care District to use a design-build procedure for construction contracts related to hospital or health facility buildings at Modoc Medical Center, with approval from the district's board of directors.

Applies the design-build process outlined in the Public Contract Code to the Last Frontier Health Care District, treating references to "county" and "board of supervisors" as applying to the district and its board of directors.

Requires any hospital building project using the design-build process to comply with seismic safety standards under the Alfred E. Alquist Hospital Facilities Seismic Safety Act of 1983.

Establishes that the design-build process is intended only for hospital and health care facility buildings, not for other infrastructure such as streets, highways, bridges, or water resources facilities.

Takes effect immediately as an urgency statute; includes alternative provisions (Section 2.5) that become operative if Senate Bill 785 is enacted and takes effect on or before January 1, 2015.
