Extends deadline for counting vote by mail ballots to 3 days after election day if postmarked on or before election day, or date-stamped by elections official upon receipt if no postmark or illegible postmark, and ballot is signed and dated by voter on or before election day.

Allows jurisdictions with necessary computer capability to begin processing vote by mail ballots 10 business days before the election, instead of 7 business days.

Requires elections officials to submit certified election results to governing body within 30 days of the election, extended from 28 days.

Requires elections officials to post certified election results on their website in downloadable spreadsheet format and maintain them for at least 10 years.

Applies same 3-day post-election deadline rules to vote by mail ballots cast in local, special, or consolidated elections conducted wholly by mail.
