Extends the sunset date for interior designer certification provisions from January 1, 2014 to January 1, 2018, and makes them subject to legislative policy committee review instead of Joint Sunset Review Committee review.

Requires certified interior designers to use written contracts that include service descriptions, compensation terms, designer credentials, procedure for additional services, termination procedures, three-day rescission clause, and errors and omissions insurance disclosure.

Extends the State Board of Guide Dogs for the Blind arbitration pilot project from January 1, 2014 to January 1, 2018 to resolve disputes between guide dog users and licensed schools over continued use and custody of guide dogs.

Changes the repeal date for State Board of Barbering and Cosmetology provisions from January 1, 2014 to January 1, 2016, and requires the board to approve schools before they are approved by the Bureau for Private Postsecondary Education.

Allows the State Board of Barbering and Cosmetology to revoke, suspend, or deny school approval for unprofessional conduct, health and safety violations, fraud, disease transmission, substance abuse, or refusal to permit inspections.
