Requires the State Department of Developmental Services to ensure regional centers collect, analyze, and report data on consumer services using uniform methodology and procedures that allow comparisons across regional centers.

Mandates each regional center to post an annual report by December 31, 2014 and each December 31 thereafter indicating whether data shows disparities in service purchases and, if applicable, recommendations and plans to reduce those disparities.

Requires the department's transparency portal to include the regional centers' annual reports developed pursuant to these data compilation and disparity reduction provisions.

Establishes legislative intent to enact future legislation requiring the department to provide biannual updates on its progress in meeting data compilation requirements.
