Department of Veterans Affairs must develop outcome and related indicators for veterans to assess their status, monitor program quality, and guide service improvements in areas including employment, suicide, education, child welfare involvement, and criminal justice involvement.

Department of Veterans Affairs must report to the Senate and Assembly Committees on Veterans Affairs by March 1, 2015, detailing all outcome indicators developed, recommendations for continuous monitoring systems, and any regulatory or fiscal barriers to implementation.

Director of Employment Development must permit the Department of Veterans Affairs to receive quarterly wage data and other employment information necessary to develop veteran outcome indicators, subject to existing confidentiality protections.

Expands the scope of information that can be disclosed from the Employment Development Department to include the Department of Veterans Affairs for purposes of developing veteran outcome and related indicators.

No state reimbursement is required because any local costs result from creating new crimes or changing criminal penalties rather than imposing new programmatic mandates.
